Mods can delete, but why can't the common user delete also...just curious?

Im assuming quote folding is the amount of quotes that will show in your post if you quote someone. For example I have mine set on 1 deep, in this post itll only show 1 quote(your last one) instead of the 2 it is all together.
Im not sure why everyone cant delete. Thats an admin question. -

It would be nice if their was an option to hide people signatures, Because some of these signatures are a little overboard. How I look when somebody come in the room when I am posting or how am I supposed to explain this to a little kid when they ask what that girl got in her mouth:
