I was pondering this ? earlier.... the criteria has to be somebody who pretty much hung around at the IC title level, may have cracked the world title ranks once or twice, but never really were at the top of their sport. My first thought was the legendary Arn Anderson (IMO most underrated of all time).

- went on record as saying he never wanted to be a champion. He wanted to be the guy who put over the guy who was to become champion.

- I have an very old PWI issue where they said he had the tools (as Razor Ramon) to be champion, but something was holding him back from making that next move. They said it was himself that was holding him back (either an inner demon or he was too scared to carry the load of being champion).
"Ravishing" Rick Rude
- Dude is one of my all time favorites. He was IC and United States material forever. When he finally got that title run, he was exclusive to Japan. This was during the period Ric Flair went to the WWF with the Big Gold belt and the NWA/WCW created another one and had a tournament for it, where Masahiro Chono beat Rude in the final. But Rude got the belt back in Japan and only wrestled over there when WCW broke away from the NWA and created their own belt and Sting was recognized as champion. Rude had all the tools to be a World Champion, too bad it only happened in Japan.
