PHILADELPHIA – A white city police sergeant made up a story about being shot by a black man while on patrol last month and actually intentionally shot himself for unknown reasons, the city’s police commissioner said Tuesday.
Sgt. Robert Ralston, 46, confessed to making up the story and will have to pay the costs of the massive manhunt that followed, Commissioner Charles Ramsey said. Ralston has been suspended with intent to dismiss, but will not face criminal charges because granting immunity was the only way to obtain his confession, Ramsey said at a news conference.
The case was especially troubling, Ramsey said, because Ralston identified his supposed attacker as black. When Ralston confessed Tuesday, he said he made the claim so his story would be more believable, Ramsey said
Ralston, a 21-year veteran, told police he was on patrol in the city’s Overbrook (nice area, not the hood at all, judges, lawyers, and celebs live out there) section early on April 5 when he stopped two black men for questioning along some railroad tracks.
He told investigators that one of the men put a gun to his head, but that he knocked the weapon away and suffered a graze wound to the shoulder when it fired, investigators said. Both men fled, he said.
Police combed the neighborhood for hours looking for the men. Officers never stopped or arrested anyone matching Ralston’s description of the gunman, Ramsey said. (thank ? )
Investigators quickly found inconsistencies in his story. Forensic evidence didn’t match Ralston’s story, investigators couldn’t find a shell casing, and gunpowder on Ralston’s shirt matched the kind of powder used by the department, Ramsey said.
The Fraternal Order of Police had put out a $10,000 reward for information leading to the alleged suspect.

One after another, stories about bad cops have fallen around the city like dominoes lately, each one more disturbing than the next.
There has, however, been one common thread: many of those who have been fired from the force or arrested have had no fear of losing their pension.
Some of accused face charges that range from murder to ? to soliciting sex from a minor.
As it stands now, the city code doesn't call for a city employee - be it a cop, firefighter or trash collector - to lose his pension, even if he's convicted of one of those crimes.
Count City Councilman Frank Rizzo (son of "legendary" racist mayor Frank Rizzo Sr., who was basically the Giuliani of Philly) is among those who are wondering if the code needs to be changed.
"I just began discussing this my staff today," Rizzo said earlier today.
"It's something that we're going to look into after the [city] budget is finished," he said. "We'll probably have to hold hearings."
Rizzo said he was bothered by a recent spate of stories about cops who have retired from the force a day before they were arrested.
Many have interpreted the sudden retirements as last ditch attempts on the cops' behalf at saving their pension benefits.
Officer Anthony Floyd, a 14-year veteran, retired on Tuesday, and was charged the following day with assaulting and harrassing a woman he was dating.
Another longtime cop, Tyrone Wiggins, retired a day before he was arrested on ? charges in November.
"We can't have cops retiring one day, then getting arrested the next," Rizzo said.
Even cops fired for gross misconduct are not blocked from receiving a pension.
Chapter 22-1300 of the city code states that a city employee could lose retirement benefits only if he or she pleads or is found guilty of perjury; accepting or offering a bribe; engaging in graft or corruption; theft, embezzlement or willful misapplication of city funds; malfeasance in office or engaging in conspiracy to commit any of the above. Former city managing director Phil Goldsmith said that the city code should be amended to include harsh penalties for employees who committ serious felonies.
"If someone has violated the public's trust, they should lose their benefits," he said.

The only justice is their death really. Communities need to get on one accord and as a group make sure if a pig over steps his bounds that his address is found and his family is terrorized period. Idiots always say "well that will just make the police retaliate and ? blacks."
As if they need a reason in the first place. Unless that happens this will continue. And SMH @ them thinking that code needs to change only after the pig embarrasses them by hurting HIMSELF. All the murders and rapes of children were perfectly OK though. What a bunch of losers. -
how do people expect to clean up the streets of Philly.. if those who comb the streets are worse than the goons themselves!!

Yeah. I say we do it something like that. You use your badge to commit crimes, you automatically get a SEVERE sentence.
