1st and formost Janet is a Legend, let's get that out the way. Her catalog started out luke warm as her 1st two albums were average and below average. Than she changed the game dropping 4 back to back Classics. "Control, RN1814, J., VR" are all Classics. "All For You" was her last solid album. "Damita Jo, 20 YO and Displine" weren't the best or strongest but she still dropped Jems. My personal favorite Janet albums are "Janet and Velvet Rope". Those albums just killed it to me. But Her BEST album for sure is between "Rhythm Nation" and "Control". So I'm going to go with "Control". "Control" was like the "ILLmatic" of RnB for females. It was short and sweat but hits all over the place. She really did take control with that album with Classics like "Nasty, What have you done for me lately, When I think of You, Pleasure Principle and Funny how times files". That album set the tone of her whole career and it was the album that made her step out the shadow of the Biggest artist of all time, her brother Michael Jackson. "Control" is her GOAT album"

"Best" is hard to say...but The Velvet Rope is definitely her magnum opus.
