there's also the issue of ghetto black people are seen to represent black people as a whole whereas ghetto people of other races are seen as the exception and not the rule. This goes back to media coverage though.

I agree with the title with the caveat that other rices try to bury the actions of their lower elements whereas blacks seem to hold up those elements with pride.
