Is it just me, or is '30 Rock' terribly overrated?

Can someone explain to me why this show sweeps the Emmys every year? It has its moments, but "Parks and Recreation" is EASILY the best comedy on primetime tv right now.

I think its a funny show, but its definitely not the funniest thing on tv. I too am a fan of Parks and the Office, and Community is better than this show imo.
