I think it comes down to a few things:
1) The chick and how attractive she is
2) How aggressive she is
3) The amount of alcohol involved
Straight women are wayyyyy choosier than men when it comes to a potential lesbian encounter and how the woman looks.
Alot of women would never make a move on a woman, but if in the right place at the right time with an aggressive chick, they could be influenced into doing something they might not normally do.
Alcohol is just self explanatory.

On a side note i been at parties where females were making out
but everytime it was when there were guys around watching, fixated on them doing it and super obvious they were only doing it to get attention
