Kefka how decent magical power before gaining godhood. Luca was raw, but I don't think he has enough power to beat Kefka.

Kefka first appears as a general under the game's primary antagonist Emperor Gestahl. Prior to the start of the game, he was the first human to be experimentally infused with the magic-like craft "Magitek," which granted him the ability to wield magic, although the imperfect process warped his mind and made him into the nihilistic psychopath he is during the course of the game.[3] Kefka mentally enslaves Terra and uses her to lead an attack on the town of Narshe to claim the frozen esper there. When she escapes Imperial control, he pursues Terra to the kingdom of Figaro, setting the castle ablaze as she, Locke and King Edgar flee.

During a siege on the kingdom of Doma, Kefka grows impatient with fellow Imperial General Leo and poisons the drinking water in the castle of Doma, resulting in mass casualties and a swift victory for the Empire. To gain the trust of the protagonists, Gestahl has Kefka imprisoned, citing the poisoning of Doma. Kefka later goes to the village of Thamasa to ? the espers congregated there,[4] killing Leo when he tries to intervene. Using the power of the espers, Kefka helps Gestahl raise the espers' homeworld and create the Floating Continent, where they intend to awaken three entities known as the Warring Triad. Upon being confronted by the protagonists, Gestahl freezes them except for former Imperial general Celes, whom he orders to ? her friends to show her loyalty to the Empire. She instead stabs Kefka, who becomes enraged. Kefka and the Emperor then get in an argument as to what degree they will wield the power of the triad - the Emperor taking a more conservative approach, since he only wants enough power to rule the world, while Kefka wants to unleash the Warring Triad's full potential. The Emperor tries and fails to ? Kefka, who retaliates by having the Warring Triad strike Gestahl down and unceremoniously boots him off the Floating Continent to his death. Kefka then moves the statues of the Warring Triad out of balance, unleashing enough raw magical energy to reshape the face of the planet and bringing about the second act of the game.[5]

Imbued with the power of the statues, Kefka becomes the ? of the ruined world he created, using the statues to forge a massive tower of random debris to serve as his headquarters. Kefka smites the millions who refuse to worship him with his "Light of Judgment", a beam of incinerating light capable of cutting fissures into the planet's surface. Confronted by the protagonists at the game's conclusion, Kefka reveals his nihilistic motivations. When the protagonists reject his claims, Kefka goes berserk and proclaims his desire to eradicate everything.[6][7] He then creates a tower of effegies of himself. Upon the defeat of his minions, Kefka reveals his godlike form and, after uttering one final nihilistic vision of life, dreams and hope,[8] attacks the protagonists before he is ultimately dispatched, causing the power of magic to vanish.

Luca Blight is the primary antagonist of Suikoden II and the heir to the Highland Kingdom. Known for his unmatched cruelty and bloodlust, Luca is referred to as the "Mad Prince"; the source of his anger resulted from an attack on the Highland royalty's entourage by ruffians. Luca was traveling with his mother, Sara, and father when they were attacked by a group of ruffians. Luca's father fled in fear, leaving Luca and his mother to their mercy; Sara was ? repeatedly, while Luca was forced to witness the ordeal. He would later discover the ruffians were hired by Muse; he has since developed a profound hatred to the Jowston Alliance and his father, Agares, the incompetent King of Highland.

Luca gains military control over the Highland Army when Agares steps down to take responsibility for the ceasefire signed with Jowston . With his newfound power, Luca instigates another war with Jowston and uses the Beast Rune, beginning a plot that involves massacring the entire Unicorn Youth Brigade and blaming the incident on Jowston. He rapidly attacks and conquers the city-states of Jowston and successfully conspires with Jowy Atreides to assassinate Agares. Though initially unstoppable, the collaborative efforts of Leon Silverberg, Shu, and Jowy bring about his downfall at the hands of the Dunan Army.

Luca's most evil act was when he burned down the village of Ryube and forced a civilian to beg for her life. After saying she would do anything for her life to be spared, Luca demanded that she act like a pig. After some confusion, she acted on his demand, crawled on her knees and acted like a pig. After, the scared woman asked if she could be spared, to which Luca laughed and denied her freedom. He then drew his deadly blade and shouted "DIE PIG!!!" right before he killed her with 2 fatal slashes.

Kefka was a pretty messed up nihilist. But if Kefka is ? , then this ? is the Julius Caesar of RPG villans:

This is the result of a ? going crazy after learning the truth about his existence:

    Burning his underling's village down
Resurrecting from the dead to cause more havoc
Putting an (at first) unbeatable serpent on a stake
Being responsible for one of the saddest death scenes in video game history
Making the protagonist lose his damn mind as if it was a game for him

Sephiroth was the epitome of the ? you love to hate, but hate to love! I was cheering for this dude, yet I couldn't wait to bust his ass!

But Kefka accomplished something Sephiroth never did... Kefka at accomplished his ultimate goal.

    Seph's story is pretty crazy.

Dude was literally a super hero before the FFVII main story.

He lost his MFing mind after reading some ? that all turned out to be a lie anyway.

He learned it was all a lie, but at the point had already said ? It and became a villain.

90% of the ? he does in the game isn't actually him but an avatar he controls made out of the cells of an ancient genocidal alien whose will he subverted.

Lastly he's pretty much untouchable in his universe because he's that damn good, but he's got that Thanos complex where he basically cheats himself out of his own victory for no good reason.
