IMO,to be a power you gotta have a large economy,large territory and population,good amount of natural resources and a solid military.
And on top of everything the willpower to use force to back your ? up..Technically speaking I could put Nigeria or Peru on the list for example but I dont see these guys using any type of influence outside their borders.
That's the main ingredient to being a force on this earth.
