    Anybody know if the father of the murdered teenager has any physical problems or ailments? Personally even if the police were perfect and did everything by the book. I just couldn't and would never call the police on my son.

    What happened to calling over family and friends to jump the out of control family after talking to them didn't work? I don't mean jump them to beat them up but jump them to hold them down until they calm down and got themselves together.

    How long is it really going to take for people learn the police have never been here to "protect and serve"? That has never been nor will it ever be part of the police job function.

    EMANUEL CALLS FOR REVIEW OF CHICAGO POLICE CRISIS TRAINING

    There are new orders from Mayor Rahm Emanuel following Chicago's latest deadly police shooting. He called on the police department to better respond to certain crisis calls.

    On Sunday, Emanuel released a statement asking for a complete review on crisis training protocol, especially when it comes to dealing with mental illness.

    "This afternoon I directed the new Acting Chief Administrator of the Independent Police Review Authority and the Interim Superintendent of Police to meet with each other as soon as possible to review the Crisis Intervention team training, around how officers respond to mental health calls. I have asked that they determine the deficiencies in the current training, and determine what steps can be taken immediately to address them," the statement said in part.

    The National Alliance on Mental Illness, the organization that partners with CPD to train officers, said only 16 percent of the department is certified. Only 1,800 of CPD's approximately 11,000 officers are CIT trained. While every district is supposed to have a CIT-trained team on every shift, that isn't always the case.

    Interim Chicago Police Superintendent John Escalante said the department will review its crisis training protocol and how many officers are trained in it.

    "I strongly support the Mayor's call for a full evaluation of the effectiveness of the current crisis intervention training and de-escalation policies. I am looking forward to bringing my team to the table with IPRA early this week for a critical evaluation of our policies and procedures," Escalante said in a statement.

    On Saturday, officers responded to a 911 call from a home in the city's West Garfield Park neighborhood. Police said Quintonio Legrier, 19, was threatening his father with an aluminum bat.

    Their downstairs neighbor, 55-year-old Bettie Jones, answered the door to let police in just as Legrier came running down the stairs.

    Police opened fire and hit Jones by accident. Legrier was also shot and killed.

    Families for both victims are demanding answers.

    "Why do you have to shoot first and ask questions later? It's ridiculous. Somebody needs to do something about this," said Jaqueline Walker, Jones' friend.

    "Obviously something is wrong when a 55-year-old grandmother opens the door to let police in and she's the one who end up dead," said Sam Adams, Jr., attorney for Jones' family.

    Community activists said the problem goes beyond a lack of mental health crisis training.

    "One out of five officers is trained to use a Taser," said Ja'mal Green, an activist. "But every officer is trained to ? . That's a problem."

    Reverend Jesse Jackson called for President Obama to get involved, while others threatened non-peaceful protests.

    "Now it's time for us to step up to the plate and slap you in the face. That's where we're going with this. We peacefully protest. You don't respect that. So now you going meet the streets then," one protester said.

    Emanuel aide attacked at vigil for victims of police shooting

    One of Mayor Rahm Emanuel’s deputy chiefs of staff was attacked Sunday evening while attending a vigil for Bettie Jones and Quintonio LeGrier, who were fatally shot by Chicago Police in West Garfield Park on Saturday.

    According to a source, Vance Henry was attending the vigil about 5:50 p.m. at the site of the shooting in the 4700 block of West Erie when he was attacked.

    The police department’s Office of News Affairs confirmed that a 50-year-old man was at the vigil when “he was approached by an unknown person who began to make verbal threats which escalated to a physical altercation.”

    The man was punched with a closed fist, tackled to the ground and kicked repeatedly, according to police. He went to Rush University Medical Center, where he was treated and released.


    In an emailed statement Monday night, City Hall spokesman Adam Collins said: “We are aware that on Sunday afternoon there was an altercation involving one of our staff members. We take this matter very seriously and the incident is under review.”

    According to the source, Henry knew his attacker “from a previous altercation.”

    No one was in custody Monday night as Area North detectives investigated.

    Witness Account Raises Questions About Fatal Police Shooting

    CHICAGO (CBS) — CBS 2 has learned that the federal investigation into the Chicago Police Department will include the two police shootings this past weekend, one of which left a 19-year-old man and 55-year-old woman dead.

    CBS 2’s Derrick Blakley reports an eyewitness account of the police shooting that claimed the lives of those two West Garfield Park residents raises new questions about what caused police to open fire.

    Marco Mercado lives just next door to the scene of the fatal shootings, and he says from his living room window he saw the officer fire seven shots from the sidewalk at around 4:30 a.m.

    That account seems to fit with other information gathered by the Jones family’s attorney, Sam Adam Jr.

    “The shell casings that were shot, many were found on the sidewalk area and near the street, which suggests to me that the gunfire came from a substantial distance away, that no police officers’ life was in danger at the time,” Adam said.


    The father of 19-year-old Quintonio LeGrier summoned police when the n-i-u student threatened his dad with a baseball bat. The father asked downstairs neighbor Bettie Jones to open the door for police. But it’s still unclear what police saw that led to the deadly gunfire.

    “This is more than an accident,” Adam said. “This is something that never should have happened.”

    Meanwhile, Jones’ four daughters continue to try to come to grips with the loss of their mother, a 55-year-old who worked at a bakery, and as a crossing guard, and doted on her kids.

    “My mom was brutally murdered in her own home just by opening her door and it’s crazy because you only have one mom and you never get her back,” said Latisha Jones.

    “They took my mommy from me,” said Latonya Jones. “She was everything. She meant the world to me. She would have broke her neck to make sure all her kids were happy.”


    The Jones family’s legal team is still gathering information, and especially wants to see the IPRA report on the shooting, but fully expects to file a wrongful death lawsuit against police and the city.

    Police Officer Involved In Fatal Shooting Has Been With CPD For 3 Years

    (CBS) — We are learning more about the police officer who fired those fatal shots.

    The officer’s name is not being released at this time by Chicago Police or the Independent Police Review Authority, but sources tell CBS 2’s Mai Martinez he has been with the Chicago Police Department for a little more than three years.

    He currently works in the 11th District and he’s assigned to the midnight shift. The officer is in his 20s and is a former Marine.

    He entered the academy in October of 2012 and graduated six months later in March of 2013.

    Under CPD policy at the time he would’ve been a probationary police officer for 18-months, so that means at the time of Saturday’s shooting, he had only been off probationary status and been a full-fledge officer for a little more than a year.

    We’ve also run the officer’s name through a public database to see if he has any complaints against him. Currently we’ve found none.

    19-year-old Quintonio LeGrier and 55-year-old Bettie Jones were killed in the shooting early Saturday morning.

    Source: Chicago officer didn't see 55-year-old neighbor before fatal shooting

    The Chicago police officer who last weekend shot a 19-year-old man and a 55-year-old mother of five told investigators he didn't see the woman until after she'd been accidentally shot, according to a law enforcement source.

    The officer, whom the source said has been on the force for nearly five years, told authorities that as he and his partner arrived early Saturday at a West Garfield Park home, Quintonio LeGrier ran out of the building, swinging a bat at the officers.

    The officer fired at the teen several times, fatally striking him. But the officer also fatally shot in the chest Bettie Jones, a downstairs neighbor whom the law enforcement source said was standing in the doorway behind the teen. The officer later said he didn't see her.

    Chicago police had little to say publicly about how the incident unfolded, while relatives of the victims have given various accounts of what they believe occurred. The law enforcement source spoke on condition of anonymity as the case goes to the Independent Police Review Authority for an investigation expected to take months.

    The source's account of what the officer said occurred comes days after Chicago police issued a statement saying that the officer fired at LeGrier after the teen became combative, but also acknowledged that Jones had been accidentally shot.

    The law enforcement source said the officer, whom the source would not name, has been placed on a 30-day administrative leave, assigned to the Harrison District for administrative duties, per the department's new policies.

    The shooting of LeGrier and Jones sparked new calls for overhaul of how police interact with civilians, in the wake of outrage over the shooting of 17-year-old Laquan McDonald, who was shot 16 times by a police officer in November 2014.

    LeGrier's father has filed a wrongful death lawsuit against Chicago police. The father has said the teen had been going through "emotional" issues before he called police for help, but Antonio LeGrier alleges in the suit that his son "never posed a danger or threat of harm to any Chicago police officer before he was shot."


    The teen's mother says her son, an engineering student at Northern Illinois University, had normal "stress" of any college student, and was not violent.

    Court records in DeKalb County, where the teen was attending school, show that LeGrier had been in trouble with police before Saturday's shooting.

    Antonio LeGrier, the teen's father, told police his son went to his mother's home for Christmas break, but was then sent to stay with his father. On Christmas Day, his father invited him to a Christmas party, but the teen declined to go, the law enforcement source said the father told authorities.

    When the father returned home from the party with a plate of food for the teen, the son became agitated with the portion, according to the law enforcement source. The father went to another holiday party, and upon returning, saw his son had grown more agitated with him, the source said the father told authorities.

    Antonio LeGrier became fearful and went into his bedroom, locking the door. At some point, the teen came to his door and banged on it, using the baseball bat. The father then called police, telling authorities he feared his son may try to hurt him, the law enforcement source said.

    Another law enforcement source said that authorities believe the teen also briefly called police, shortly before his father called. According to police call logs, a person claiming to be "Q" had called at 4:25 a.m., claiming his own life was in danger, but offering little detail before hanging up. Antonio LeGrier called police 30 seconds later, according to the logs.

    The father then called his downstairs neighbor, Bettie Jones, the first source said, and told her to keep her door locked and watch out for police, and let them in when they arrived. The father told authorities he didn't come back out, staying in his room because he was scared, and let Jones watch for police.

    When police arrived, Jones apparently opened the front door that separates the vestibule of the building with the front porch, according to the law enforcement source. When the officer arrived, they got to the second-to-last step before the porch when the teen came running out of the building, swinging the bat, and shots were fired, the source said.

    The teen collapsed into the building's vestibule after he was shot, and Jones collapsed in her apartment, the law enforcement source said.

    The teen had several bullet wounds, but it was unclear how many times he had been shot, the source said. At least seven shell casings were found at the bottom of the porch on the walkway, the source said.


    LeGrier, an honor student at Gwendolyn Brooks College Preparatory Academy in Chicago, enrolled at NIU in fall 2014 with plans to study electrical engineering.

    The teen's mother, Janet Cooksey, said this week she was concerned that her son was being described as mentally ill. She said he has never been diagnosed with any illness. When asked about any struggles he had, she described them as "typical teenage" stuff, and she said he had "stress."

    Court records in DeKalb County, where the teen was attending school, show Quintonio LeGrier had been arrested several times for offenses ranging from retail theft to aggravated battery.

    LeGrier was charged in January with stealing a speaker, deodorant and body wash from Wal-Mart, according to court records. The items were valued at less than $150, and according to a police report, LeGrier admitted he'd stolen the items, and said it was "stupid" of him to steal. He was sentenced to fines and court supervision, court records show.

    In March, he was charged with obstructing an NIU campus officer's investigation of a battery, court records show. He tried to leave the scene while being questioned and pulled away from an officer who tried to stop him from leaving, the officer alleged.

    Two months later, he was charged with aggravated battery against a female employee of the university, court records show. LeGrier punched the woman in the chest on university grounds, according to court records. A judge ruled him indigent and appointed a public defender in that case.

    LeGrier was charged in September with disorderly conduct, assault and obstructing an officer, court records show. He chased a woman who screamed for help, and refused to follow commands from a campus police officer, court records show.

    Prosecutors dropped the three pending cases Monday, court records show.

    DeKalb police could not be reached for comment, and NIU campus police declined to comment.
