50 Cent- dropped GRODT in early '03 after a ton of hype, from late '02 with Wanksta, followed by In Da Club, he later dropped the G Unit album in late '03.
Lil Jon & The Eastside Boyz- dropped Kings of Crunk in late '02 with the hit I Don't Give a ? , but it was their summer hit Get Low that took them to another level.
Outkast- dropped Speakerboxxx/The Love Below in late '03, with two hits The Way You Move and Hey Ya.
Jay Z- planned to retire after the release of his "final" album The Black Album in late '03. Tons of hype surrounded this album/retirement with the accompanying MSG concert.

In Da Club, Wanksta, Heat, Many Men, and the 50 Cent is the Future mixtape was played in pretty much every city and state I visited that year. Jay-Z wasn't getting that amount of play

Now that I think about it, the answer is DJ Kay Slay. He was destroying the mixtape game in 2003. He was releasing a tape every week with freestyles and exclusives from G Unit, Dipset, Jay Z, Rocafella, Busta, Fab, Jadakiss/D-Block and whoever else was hot. Kay Slay was getting stuff before the internet and when it finally appeared on the internet you'd hear Kay Slay screaming over the track! -
