How would they make a not on rails FPS for the MOVE?

Yo I was watching a show named gamekings the other day and onrails gaming is basically dead because tv's used to have/support the tech that when you aim on the screen You actually aim, nowadays that tech isn;t on your tv screen so you are just moving the cursor/dot on the screen.
