GOAT producer, because unlike dre he has never put his name on someone elses product
Dre is a producer. DJ Premier is more of a beatmaker. Quincy Jones and Teddy Riley are producers. All the people that has made beats for Dre in the past have never had the same success after he left them. The only one is Scott Storch and he's a broke junkie now. Daz, Warren G, Hutch, Sam Sneed, Mel-Man none of them haven't been the same without Dre.

so my question is why did it get released anyway?

Your right I take that back and thought about the difference between the two beatmaker vs producer. He's both. Not only does he create the beats but he mixes and masters them. He pretty much does it all. Which is what makes him the GOAT. A Dr. Dre or Rick Rubin doesn't actually create the beat from scratch they just mix and master it. Dre doesn't make the beats from scratch a Scott Storch or Mel-Man would. DJ Premier not only makes the beats from scratch he is the overall head of the song. A producer is the head director of the song. Dre may not make the beat but he is the head director (producer) of the song. Premo not only makes the beat from scratch but he is the in charge director of the song. He's the best of both worlds. I hope I didn't confuse anybody. -

There's been plenty of accounts of an artist not like a track and Premo would stay l in the studio and make a brand new one for that person right before their eyes
matter fact NORE said thats how "Invicible" came about and how he was blown away cuz most producers would told them come back or they send them another beat -
