I've been Trying to find an Opensource program for creating Web Pages. does anyone know of any decent/simple programs availible for download?

Agreed, not only that, but websites are unbelievably easy to set up by yourself. HTML can be learnt in a weekend. Unless you're going to do something server side, there's really no need for templates, IMO. Just get to coding and look up your CSS and your away. -
Might want to try a content management site like Joomla.
The learning is pretty simple, no html involved (unless you want to do something complicated.) -
