If you ask people from NY, it's Nas by majority. Old heads will obviously name dudes from the 80's, because that was the dopest era in terms of competitive setting. EVERYONE was dope back then.
If you ask them dudes from other states, it's JayZ (because of status), Biggie (because he died while in the spotlights), Nas (because he is), or once again you might get some dudes who name legends like BDK, LL, Rakim, Chuck D (because they deserve it).
If you ask dudes from other countries, it's Nas, Ghostface (Wu) etc. -
The ? in my sig....

Pac if it counts, otherwise, Nas.

Okay let's get this straight folks- Pac doesn't count. I could care less about his NY and B-More roots... His whole career was in the West Coast. From Digital Underground to Killuminati, he always repped the West (I mean he made "To Live and Die in LA"... geez).
To get back on topic, it's Jay or Nas depending on who you ask... I think this will only become more evident as time passes and the Biggie Bandwagon continues to slow... Not to say he isn't Top 5 DoA, just saying the nostalgia of him dying in his prime is going to wear off with newer generations of hip hop listeners...
Personally, Nas is my favorite rapper, followed closely by Jay... How about...
Nas- 1a
Jay- 1b

i totally feel that its one of the reasons i say the pac thing wont last forever cause when newer generations come along they will know even less about pac than this generation does by 2020 or sum ? he'll be just another rapper to kids
-
For me it's Jay nobody has done it quite like he's done it and behind him is LL and Biggie
