I realized that his fans realized he fell of is when Big Sean's mixtape hit 1 million downloads before D4 did, and it came out like 3-4 days after Lil Wayne's did

I agree with this.
Personally, I don't think Wayne ever cared. Him doing all those mixtapes and features was just something that was different at the time and people gravitated to it. He managed to create this excitement post-Jay retirement and people started to buy into the "best rapper alive" hype. People just started to get bored. -
At this point, Wayne could ? in a mic and at least go Gold (see Rebirth)

wayne fell off hard . everything after carter 3 was garbage . i used be a big fanof wayne but i cant even listen to anymore cuz hes putting no effort in his work . i dont kno if its cuz hes not on drugs or wat but hes lost as a muthafucka

east coast punchline flow comes hot.....wayne follows suit late
rappers going "rock" with samples from rock and songs like party like a rockstar.....wayne shows up late
rappers simping to half ass terrible autotune singing......wayne follows 30 minutes late
hip hop and skateboarding intersect in the early 2000's.....wayne shows up 10 years later and cant even pull of a trick after a year of skating
