Biggie gets a nod because of the quality of his material. Not just the 2 albums (which are both timeless) but also because of what he brought to the game AND the ? came in on top and died on top...no fall off.

it's not just the album that determines if an emcee is an all time great, did those albums have impact, did the emcee himself impact the game?

No. Especially when the fat lazy rapper in question sat back while Puffy and his team pretty much did everything. Biggie was lazy and without Puff would have just been another punchline rapper who couldn't make songs.
