That's what i was gonna say the 2pac song you can feel it and connect with it
The Jay Z song maybe about the same topic but i don't feel it or connect to it like the 2pac song, Beach Chair sounds bland like he made it but it just didn't come out good sounded bland to me -
This why 2pac at the very least should be in everyones top 10
As this thread shows it's not just rapping about something with a message the key is rapping about it in a way the listener will feel an emotional connection -

One of my favorite Pac songs. I actually liked Beach Chair, but the beat and the execution of the hook just felt too..... ehh.
