When people outside of New York City make Hip Hop/Rap Music that doesn't sound like it comes from New York its inherently a sub-genre. Thats indisputable. It could be G-Funk, Miami Bass, Hyphy, Dub Step, Dancehall, Trap, or whatever.
I'm So Hood doesn't sound like it came out of New York, because it didn't. By its very nature, I'm So Hood is a sub-genre.
