Ray Dunn, 54, a lifelong North Sider, traced the shift to more aggressive policing back to the 1980s and the rise of ? ? , which ravaged urban neighborhoods in Minneapolis and parts of the country.
“It’s pervasive and you’ve gotta be blind not to know that,” Dunn said, before ducking into the Camden Mart at the corner of N. Fremont and 42nd avenues.
Hodges, who has been outspoken in the past about her intention to root out problem officers, said last year that she wants the department to mirror St. Paul’s “high touch” approach to community policing, “getting officers out of their cars and talking to people, building those relationships, building trust.”
“My hope is that we move forward as a city,” Hodges said Friday.
It’s tough, Harteau and Kroll said, because in many cases, officers are running from call to call and don’t have time to build connections with the community.
Harteau said the recent discord over Clark’s death is “a temporary setback” in community relations “and is an opportunity for us to move forward, with reinvigorated partnerships and new partnerships.”
But Johnson, the professor, and others wonder if change will really come.
“It’s sad that I remember marching here 15 years ago and now we’re back,” Johnson said. -

“I haven’t been feeling good, but not like sick, more like time is running out,” the 24-year-old wrote in his final Facebook status, which was read aloud by a friend standing a few feet from Clark’s casket. “Like I don’t have too much time, but I know I have some type of purpose on this earth.”
Days later, Clark’s name would become the latest on the list of black men killed by the police, the fresh flashpoint for the nation’s long simmering tensions between racial minorities and law enforcement.
His funeral service, on the Wednesday before Thanksgiving, was held at Shiloh Temple, an international congregation just blocks from where Clarke died after being shot in the head by a Minneapolis police officer. -

Ruling will be announced tomorrow whether or not charges will be filed. I'm assuming they are announcing the announcement because they don't want people to riot after no charges are announced. ? could get nutty.

I give the Minneapolis BLM group props. Unlike others, they actually came with some real and clear demands, and didn't just do a bunch of meaningless ? . I'm pretty impressed by what they managed to accomplish given what I've heard about Minneapolis.

Hennepin County Attorney Mike Freeman will announce Wednesday morning whether he will charge two Minneapolis police officers in the fatal shooting of Jamar Clark.
The announcement will be made at 10:30 a.m. at the Hennepin County Government Center. Freeman had set a deadline of Thursday to make a decision. Watch the announcement live.
In a release issued Wednesday morning, Freeman said he will talk in detail about the events of that evening, the evidence and show video.
The 24-year-old Clark was shot Nov. 15 while struggling with two police officers. He died a day later. Police say Clark reached for an officer's gun. Witnesses say Clark was handcuffed. The Minnesota Bureau of Criminal Apprehension and the FBI have been investigating.
Two civil rights groups that have been pushing for charges to be filed in the case are planning events Wednesday after the announcement.
The Twin Cities Coalition 4 Justice 4 Jamar plans to meet at 5 p.m. at the North Minneapolis site where Clark was shot near Plymouth Avenue North and James Avenue.
Black Lives Matter Minneapolis is planning a community gathering at 6 p.m. at Elliot Park, 1000 14th St. E. in Minneapolis.
The Urban League is planning a news conference an hour after Freeman finishes.
