When it was all said and done, he walked out of the 90s unscathed.
Also I have to mention Doo ? . People in the other 49 states might not remember but he had the hottest mix tapes in the mid 90s along with DJ S&S, DJ Clue, Kid Capri, Mr Cee, Stretch Armstrong, Craig G, Ron G and countless others. But when its all said and done, Doo ? had the mixtape game on lock from 94-98. -

Ehh. He dropped it at the end of year and most the singles didn't come out til 2000. 400 Degreez rocked all of 99. -

Who was the MVP.
In that case, I give it to Pac and Im just focusing on what he did while he was alive (ending at 'The 7 Day Theory'). He had to 2 great runs. The 'Thug Life' run from 91-95 to the Death Row run in 96. So many classics in such a short period of time.
@Stew is right when he says Dre was the only one involved in the success of other's on this list. But he himself only released 3 albums in the decade and only 2 were as a solo artist. 1 was at the tail end of the decade, so he's out.
Snoop was on top of the world after '? ' and I even give him partial credit for 'The Chronic' and 'Dogg Food', but he fell off the 2nd part of the decade with a lot of average albums, even tho I still ? with some of 'No Limit Top Dogg'.
Biggie is in the same boat as Dre to me. Not enough material (for obvious reasons).
And X and Juve weren't around for enough of decade to be taken serious as MVP of the 90's. -

Then why put the year? That changes everything, DMX had two platinum albums in 98 both considered classics so he would probably win, but if we can count what Dre did other than the Chronic in 93 it's got to be him, X had the biggest year, Dre had the biggest decade
