How can a Borough have the worst rappers when oodles of History was birthed from it...
Besides WuTang, Staten Island dont got ? else to add to the table. Manhattan produced Bad Boy Records, The Diplomats Movement, the face of Death Row Records, one of the first artists on Def Jam Records & one half of La Di Da Di.
? Tupac is from Harlem....TUPAC!!!! He ? on the entire Wutang himself. Why are we even arguing this any further.
If Shaolin was destroyed, Hip Hop would relatively be the same. If Manhattan was destroyed, there'd be no Pac, no Puff, Biggie wouldn't have got a deal, no East Coast West Coast war, no Doug E Fresh & Slick Rick collabos, no DipSet, no Big L, no LL Cool J & Kool Moe Dee beef, Nas would've never made "If I Ruled the World". I got family all over New York. There's parts of Jersey that feel more apart of NYC (especially Brick City) than Shaolin. No subway in that borough. Its Disconnected from everything. Aint ? to do there but, look at the Statue of Liberty.

props to kplusk for giving downstate (YO, Mount Vernon, New Rochelle) it's just due. Long Island used to produce classic talent just like them but doesn't anymore and many have forgot about that.
Anyway, Manhattan has the least amount of critically acclaimed rappers (Big L, Mcgruff, early Cam & Immortal Technique) but ranks at the top when it comes to producing the best all around entertainment (Kurtis Blow, Rob Base, Doug E Fresh, 2pac, Puffy, Mase & Cam'Ron)
So in thread context, I gotta say:
1. Brooklyn (The best)
2. Queens (Second best)
3. Bronx (slept on, but still strong)
4. Staten Island (? , Ghost and Rae are but a small group but it's quality over quantity)
5. Manhattan is the worst as far as critical acclaim. They have the underachievers (Big L, Charles Hamilton, Max B, Juelz, Tru Life, Vado) & the Gimmicks (Diddy, Mims, Chicken Noodle Soup, Beastie Boys) -
