The one that comes to mind most for me is Blu. Below the Heavens (2007) is one of the GOAT albums period. And he has a few other very good tracks. But with the success of that he then went from ill-advised collaboration to ill-advised collaboration and then to disappointing, experimental solo albums.
Which rappers would you say has most failed to live up his (or her) potential?

My two obvious picks would be Canibus and Ras Kass. Both were amazing lyrical emcees who went on steady declines (for various reasons-- personal, record politics, etc.) after their first albums.
The biggest personal fall off for me though is Cage. He was poppin' right around the same time as when Eminem was first buzzing and I honestly believe Eminem borrowed a lot of that "? " style he was using at the time from Cage who was huge on the underground circuit. Eminem got the big push from Aftermath and kind of crushed Cage's whole career with "Bought Cage's tape opened it, and dubbed over it" (LOL).
Cage changed up his style and has a kind of emo / Nine Inch Nails thing going on now which I can't really get into but his album "Movies for the Blind" was classic and grimey.

Juelz Santana was the first name that came to mind when seeing the thread title
I remember when him and Lil Wayne was gonna do that joint project together and Juelz was the dominant one then with his Dipset movement.
That obviously never materialized and Lil Wayne went on to be who he is now and Juelz well.....

He's still a legend imo, but DMX had potential to be in everyones top 5/Nas and Jay status.
