i'm not very religious but i beleive it comes down to free will.
He/she tests our free will in which then he/she would learn about peoples decisions etc -

yeah it's a test,it's like on Maury Povich when they send them SEXY decoy's to flirt with the cheating ? in the greenroom.They already know he's a cheater they just wanna see if he still is. -
